When I choose "Shut Down" from the Start Menu, my computer restarts instead of
shutting down:

Are you *sure* you have done this, and that the setting was applied? =
Click StartRun, type MSCONFIG and click OK.
On the General tab, click the Advanced button.
Click to put a check mark in the box for "Disable fast shutdown", and click OK.
Click OK to close Msconfig, and restart the computer.

Not sure why you are assuming that, because one of the
common symptoms of enabling
"Fast Shutdown" in msconfig is that the computer will
restart when you try to shut
down. The web pages deal with shutdown troubles,

whether
it be hanging, restarting,
fatal exceptions, or whatever.

If you have Win98 SE, also click the link on the left
frame of the web page, that

fast shutdown is and when u want to shutdown, restart,
choose safe mode and shutdown from safe mode. please let
us know if it works
