Default Windows Will Not Shut Down

Not sure why you are assuming that, because one of the common symptoms of enabling
"Fast Shutdown" in msconfig is that the computer will restart when you try to shut
down. The web pages deal with shutdown troubles, whether it be hanging, restarting,
fatal exceptions, or whatever.

If you have Win98 SE, also click the link on the left frame of the web page, that
says:

This will not help your problem but it is a way to manually shut down
with minimal corruption.
When the pc first starts to reboot (initial screen), use the power
button then, as it is still in DOS and 'shouldn't ' be bothered by
shutting down manually.
Sometimes I have a similar problem after a 'screwup' (mine or the
computer's) and I find that if I run a Scandisk that it takes care of
it.
If that doesn't work, I do a Registry restore. This has worked for me.

I guess I will have to try some of these. I did try the
sound one and it did not help. I have also found out that
I can not even restart my computer in MS-DOS mode. So, I
really don't know what the problem is.

It just restarts in normal mode, just like when I try to
shutdown. No matter what I do, it just restarts Windows.
It is a pain in the butt.

What happens exactly, when you try to restart in MS-DOS

Not sure why you are assuming that, because one of the
common symptoms of enabling
"Fast Shutdown" in msconfig is that the computer will
restart when you try to shut
down. The web pages deal with shutdown troubles,

whether
it be hanging, restarting,
fatal exceptions, or whatever.

If you have Win98 SE, also click the link on the left
frame of the web page, that

Click OK to close Msconfig, and restart the
computer.
