I have been ownloading this file with a positive answer for some time now. It keeps coming up every few days as a download I need to make.

Default Security Update for Microsoft Windows (819696)

Windows update instructions page says to ensure that during the install of
updates that AV and firewalls are disabled, as registry and other system
writes are used that may be blocked by av software, causing the update to be
download often, uninstall the update and reinstall with the AV disabled, make
sure to enable the av afterwards
