98 does not give Command prompt in safe mode.

When I on the pc and try to go to safe mode, it gives the 'safe mode' menu
and says I must go to commandd prompt option and do a scanreg. However when I
hit the option, the C: NEVER appear.
After a long while it gives the following missing files messages:-
c:Windows\DBLBUFF.SYS
C:Windows\IFSHLP.SYS

it then try to do AVG Boot up scan and fail ,,,, and give Fail, Try again
message.
Is there anywhere I can resolve this //, by copying these 2 files from
another working w98se

Go to http://www.bootdisk.com/bootdisk.htm and create a boot floppy. =
Use it
to start the problem computer, type "edit c:\msdos.sys" and press =
"Enter".
Make sure the file looks something like the following. If it doesn't, =
you will
probably have to change it. Please note that this file typically has =
the "Read Only",
"Hidden" and "System" attributes set.
