Default Windows ME crashing

Hi,
I have a friend who's running Windows ME, and he's been having his system
lockup whenever he dial-ups the internet. After some diagnostic attempts,
I've narrowed the issue down to a process called "Internat" which runs when
he starts his dialup. As far as I can tell, Internat is the International
Keyboard Setting utility. If I "ctrl" + "alt" + "del" and end task
"Internat" he can stay online with NO lock-ups, but the system then starts
to have DNS issues. Outlook Express will continue to run no problem.
How can I disable this Internat from loading?? Or am I looking at this all
wrong?
