Default screen resolution/ about blank

When I try to change my desktop resolution it will not let me with or with
the option of rebooting or restart. Also when I start my PC IE starts up with
about blank as a home page I cannot change the home page either. I have used
Norton Anti virus and McAffe both up to date on subcription but they will not
repair the proble, I think it is spy ware but if it is how do you get rid of
it and then prevent it from reinfecting the Operating System? I have Windows
98SE with a Nvida tnt 64 display card with 2 MB ram. My system has plenty of
hard drive left and I have 512 MB ram and useing 80 percent of my resources.
