Shutdown and Restart problem

Default Shutdown and Restart problem

Whenever I click on start and shutdown and restart, the
computer comes into safe mode. I have to let it go into
safe mode and then click on shutdown and restart to have
operate correct.

In addition after installing a new program and it says you
must shutdown to get the program to work and click on yes,
it sometimes again goes into safe mode.

How can I correct this?

My problem is more with the startup... When I click on click on start,
shutdown and then restart, the computer reboots and then comes back up in
Safe mode. I then have to click on start again and then restart to get it
to come back up with all the drivers loaded and the Video Card settings
restored.

When a new program is installed and it says you must restart your computer
for the settings to take effect and asks you if you want to restart and you
say Yes.. The computer will reboot again. Half the time it will reboot
perfectly. The other half will take boot back to SAFE MODE again.

Thanks for any help that will lead to solving this problem
