Default photo.exe

Photo.exe was deleted from my pc. Does anyone know if I
can re-install Windows 98 without first uninstalling it?
Will this just rewrite over the existing Windows 98,
therefore installing the missing file, or will it cause me
problems? Thanks

There is no file called photo.exe in a Windows 98 installation.
Why do you think you need it?
