Upgrade to Windows 98 SE Failure
I am trying to upgrade a laptop with the C: drive designated as removable
from Windows 98 to Windows 98 SE. The C: drive can actually be removed. It is about 4.5 Gigs with about 2.4 Gigs free. I receive the following error: ----------- Message SU0013 Setup cannot created files on your startup drive and cannot setup win98. If you have HPFS or NTFS you must create an MS-Dos boot partition. If you have LANtastic server or super Stor compression, disable it before running setup. See setup.txt on setup disk1 or the windows98 compact disc. ------------- The C: drive is FAT32. Go to http://www.bootdisk.com/bootdisk.htm and create a Windows 98

I tried it, but "setup" requires Windows to be running. The CD is a "Windows

Upgrade to Windows 98 SE Failure
The laptop is a Dell Latitude CPi model PPL. I have no idea why it is marked
as removable (type = Removable Disk in My Computer & Windows Explorer). It can be removed when the computer is off. The disk is an authentic Microsoft upgrade CD. I am trying to install from Windows by trying to run "setup.exe" from the CD. No programs or antivirus are running. I even tried it by rebooting into the diagnostic mode and safe mode. The upgrade CD does not require that Windows be running to start the
installation. It merely requires that you insert the earlier Windows installation CD when prompted during the compliance check if Windows is not found on your hard drive. With Windows on your hard drive, it shouldn't even ask no matter if you are updating the current installation or installing to a clean folder or a different drive. There is also a Windows 98 SE Stepup that will take Win98 to SE. It does require that Windows be running during the installation. The 0013 error can also be caused by a virus on the system or if you booted from a boot disk but your hard drive uses disk management and your hard drive is not correctly recognized after a boot to a floppy. Watch closely during the boot (without a floppy in the drive) to see if you get a message that tells you to press some key or key combination to boot from floppy. This will load the disk management utility and then ask you to insert the floppy boot disk and at that point, the hard drive will be correctly recognized when the boot is completed. The CD is actually labeled "Windows 98 Second Edition Updates". I definitely
can't get it to run from DOS so it may be what you refer to as the Stepup as opposed to the Upgrade CD. Upgrade to Windows 98 SE Failure
The key here is "update" vs "upgrade". You have the stepup version. The
upgrade is a full version of Win98 that does a compliance check to look for a qualifying product. The update is much harder to get a good install because it actually patches files on the fly and many more things can cause a problem. You might try copying the CD to a folder on your hard drive and then boot into Safe mode and try running it. You do not want anything running in the background when you run this update. Yes, my HP notebook has a hard drive I can remove. That doesn't mean its
considered "removable" in Windows. Thread with PattyL indicates you have the 98 Second Edition Updates CD. This can only be run in a Windows 98 windows environment, never dos or dos window. It will ask for a product key, which I hope you have. Should be on the CD case/sleeve. All should be with this update CD. A removable drive in this sense is a CDRom, DVD, Zip or floppy drive--your
hard drive should not be marked as such even though it can be removed.
