Can't reboot

Hello, I'm having 2 problems;

1) The computer just goes blank when I try to restart it
and I always have to reboot it.

2) I always get this message every time that I log off;

"A fatal exception 0E has occurred at 0028:C02A1948 in VXD
VWIN32(05) + 000012d0".

Any suggestion for either one?
