Default Function of "Temp" Folder

What is the function of this folder? (TEMP under WIN/PROG
FILES) If it's temp, why are there still old and expired
files in the folder? Can I delete them? What type of
information is stored in this folder?

A poorly-behaved installer might not delete the files it puts there, or any
installation that was in progress when the system crashed or was restarted
would leave leftover files. These files can safely be deleted but do
restart the computer first to ensure that any install in-progress is
completed first.
