Default usb WIN98 device not recognized after reboot

I have a usb adsl modem. It is configured with no errors
in device manager. It works fine until I reboot. When I
do it does not connect to my computer. The modem has a
light for USB and it does not come back on after reboot.
If I disconnect it and reconnect it every thing comes up
fine. Has anyone heard of this? Does any one have a
solution this is getting irritating? Thanks in advance.
