Default The Windows Welcome Song

Hello, this is a bit of an unusual question but this was the most relevant
forum I could find to ask it...

I'm trying to find out who the original composer for the Windows 98 welcome
song is. Please realize I don't mean the "Microsoft Sound". The song is
called WELCOM98.wav and begins with a deep clock chime and a heavy bassline,
is exactly 30 seconds in length and has a tempo of 75 BPM. (video for
reference: http://www.youtube.com/watch?v=CMYnNNiH4is) I did try going
through the secret Windows 98 credits but unfortunately they are listed
alphabetically not by position. If anyone knows who the composer is, or could
help me find out I would appreciate it very much!

For those interested I have so far identified the following composers for
other Microsoft Products:

Windows 95: Brian Eno
Windows XP: Brian Eno (welcome song) Bill Brown (tour music)
Windows Vista: Robert Fripp, Tucker Martine, and Steve Ball

The 'deep clock chime' certainly sounds like Big Ben which *may* suggest a
UK composer/recording, No details appear to be embedded within the file
(using a text reader) - otherwise no further help. sorry.

This piece has some influence from Rush, the Canadian trio band; an old
song, whose title I cannot recall (might be "Distant Early Warning" from the
"Signals" album or CD), sounds similar, with the bell tolling and the bass
line.
