Default .tmp files in Windows/Temp folder

I am trying to clean out unneccessary files and have tons
of .tmp files in the temp folder in Windows. What type of
files are these and is it safe to delete them? I have to
clear out and send this PC to someone in 2 days so if
anyone can help soon, I would really apprecieate it.
Thank You!

All files in your Temp folder should be precisely that, temporary, and thus
safe for deletion. As to the type of files this varies from being copies of
files placed there during the installation of a new application through to
temp files created whilst an application is running to store volatile
information. Regrettably many applications and install routines are badly
behaved and don't clear up the mess they cause when the installation finishes
of the application exits.

Note however that it is always wise to reboot before deleting the contents of
the temp folder as it may contain a file or files that are required to
complete an installation or upgrade that will only be completed when the
system reboots.
