Default Cookies BLOCKed but CServe still sets

I know NOTHING about computers except how to view which COOKIES are on my system ( DELETE files, click SETTINGS, VIEW FILES). I always retain 7 COOKIES for subscriber wedsites. When other COOKIES are set, I specifically list them by name to BLOCK, in the SECURITY function. Amongst those I have BLOCKed is Compuserve.com.

However, they still are able to set COOKIEs: _plus_, they hide one COOKIE as "fb" which reads as Compuserve if I click PROPERTIES. I attempted to ask CServe about this at their support line (800-848-8990). Due to the language barrier -- else my lack of computer knowledge -- all I understood of his explanation is that "Compuserve is different." Why? How?

I just switched COOKIE controls so that each website must ask permission, just so that I could refuse Compuserve COOKIEs. However, they didn't ask, so I do not accept or decline, yet _both_ Compuserve.com and the persistent "fb" COOKIEs were set on my computer. Why? How?

May I add that this started within the past 2 months, as I recall. Soon after I called to complain/inquire that if I close their advertising while online, I am disconnected with inordinant frequency and promptness.

Thank you for any reply written so simply that even I may comprehend it.

IE does not block all cookies. You need a free utility like CookieWall to
block cookies.
