Blue Screen Before Desktop Comes Up

Hello, I was browsing around Hotmail.com when the
computer suddenly froze when I was clicking 'Inbox.' Then
on all subsequent restarts, a blue screen will appear
telling me about some application that wasn't responding
and to click any key to continue or restart.

clicking any key will just go to a gray screen and just
freeze.

restarting will bring me back to the blue screen.

i can restart to Safe Mode but not normal mode.

i don't think i've installed any questionable items. i
don't have any viruses. and hardware and all that stuff
seemes to be in order.

any suggestions?
