Default Compatability mode

Hi, I have been reading forever on the internet about a problem I have and
have tried a couple of things to resolve it without any results. (Not sure if
this is really even a problem)
In system properties under the performance tab it reads, "Your system is
configured for optimal performance." When I go into safe mode it no longer
says that. It reads, "Compatability-mode paging reduces overall performance."
Is this a problem and if it is does anyone know how to resolve this?
