Not sure I follow your question: Are you saying you can load real-mode CD
drivers in Safe Mode? Or are you asking how to?

Safe Mode doesn't load Virtual Mode drivers, only real-mode drivers. That's
one of the main reasons (the original reason, I believe) that it's called
Safe Mode. When I said "can't load them in Windows", read that as "Windows
Normal Mode".

And note, please, the caveat I provided. I don't know that this is
absolutely true in all cases.
