Default still having problems starting win98

config.sys file reads:
DEVICE=C:\WINDOWS\PANNINGS.SYS
DEVICE=C:\WINDOWS\HIMEM.SYS

Read other related posts. Win98 does not
require AUTOEXEC.BAT and CONFIG.SYS.
Rename them otherwise and reboot.
