If the existing Windows 98 is still bootable, even in Safe Mode, then
you can find the Product Key by using REGEDIT and searching for the
value ProductKey.

If the Windows 98 is not bootable but the drive has not yet been
reformatted then you can still find the product by booting the
computer with a Windows 98 Startup Disk, changing to the Windows
directory and using the FIND utility to search the file
\Windows\System.dat for the value ProductKey
type: C:\Windows\Command\Find /N "ProductKey" C:\Windows\System.dat
(Note: ProductKey must be typed in upper and lower case letters as
shown and there is a space after: "Find" after: "/N" and
after: "ProductKey")

Good luck
