Default Missing APPS.INF file

See if the Windows setup files( .cabs ) are on the drive, usually found in
c:\windows\options\cabs.

I have done some searching on Microsoft's website to see
if I can download a missing file called "APPS.INF" but was
unsuccessful. Since I inherited this computer, I do not
have the Windows 98 install disc. Any suggestions?
