on start up i get a media test failure check cables I have changed all
cables still the same

what happens if you use a floppy disk to boot??

hi I have tryed a floppy disk and have changed the flat cables and tryed 2
c-d roms and2 floppy drives

just using a c-d rom and a floppy nothing else

This sounds very much as if you have a terminal hardware failure - I suggest
that you take your machine to a local (NOT big-store) PC repair shop, and
ash their opinion.

"Media test failure - check cables" suggests the PC is trying to boot
via an Ethernet network (LAN) card.

So the first thing is to go into CMOS Setup. The method varies
between BIOS/motherboard brands, but involves pressing (or rarely,
holding down) a particular key before any Operating System boots - try
Del, Ins, F1, F2, F10, Ctl+Alt+S, Ctl+Alt+Esc

Once in CMOS Setup, look for control over the boot order, and set that
(for now) to try 1.44M, CD, HD (in that order). Save settings and
exit, and see whether you can boot off a boot 1.44M or CD.

If that doesn't work, check whether you can "see" the 1.44M, CD and/or
HD in CMOS Setup menus. If not, unplug from mains and see that these
devices are properly connected for both power and data. I would keep
the HD unplugged until last, and always make sure the PC is unplugged
from mains (not just "switched off") when doing any internal hardware
tinkering such as this (else you could damage the hardware).

If cabling is OK, then perhaps the PC is failing to find any bootable
OS on 1.44M, CD or HD, which in turn implies failure of the HD and/or
corruption of the HD's file system and/or boot code.
