Default Device conflict... or not

Hi all,
Running Windows 98 SE, just fine for ~6 years until...
The Device Manager shows a resource conflict (code 15) for the "System Board
extention for the PnP BIOS". (Driver VMM32.VDX 4-23-1999)

Under the Resource tab, the "Conflicting device list" has no conflicts but
the General tab says there is a resource conflict.
Opening the Windows 98 Hardware Conflict Troubleshooter, it asks:
What problem are you having?
• I need to resolve a hardware conflict on my computer.

Click "Next" and nothing appears in the Troubleshooter Help window. Just
blank.

How do I find and resolve the alleged conflict?
And if the Troubleshooter files are damaged, can I reinstall just them? Will
I have to reinstall Win98?
