help Thanks to mike for advice but..........

Thanks to mike for his advice. The pc i wrote about,
actually belongs to my ex wife. I should describe the
problem fully. After running system restore, her pc won't
boot up. It tries to start in safe mode but it will only
go so far and then displays this message.
C:\PSSincident 6202004.cab. When she tries to boot it up
in normal mode she gets a red screen with this message.
Unable to initialize the virus scanning engine.
Since she can't run her computer, she can't delete
anything.She is running windows me.
