Unknown File

Ihave been having problems with my desktop, and I noticed a new system(?) file popped-up on my desk top. I must have inadvertantly moved it there. I will try too attach it to this note:[ExtShellFolderViews]

Can any one tell me where it belongs and how I can put it back?

It is Desktop.ini but it could be from C:\Windows or
C:\Windows\System32 as they are both the same I believe.
(I removed mine years ago from C:\Windows)
It should have Hidden attributes.
