Default 98 Windows update stall

I have windows 95 on my Dell laptop. using the Windows 98
upgrade.

13 minutes into upgrade now have fatal error indicating
the following:

A fatal exception OE has occurred at 0028:C0017E93 in VXD
IOSC(01) + 00000BFB. The current application will be
terminated.

I have tried to reboot and booting stops right before the
screen opens up and gives me this error.

What can I do? I can get into Safe Mode but I have no 95
reboot CD for the Dell.

Can someone help? or refer me on.
