C:\Windows\Cookies, though it might be elsewhere

Can you find IExplore.exe via Find? It should be at [C:\Program
Files\Internet Explorer\Iexplore.exe ] A sub folder of [ C:\Program
Files\Internet Explorer ] is Setup, containing Setup.exe .

I use Netscape as a browser and the cookies are set to accept.

Netscape an IE cookies are two different balls of wax.

I also use MyWay as a home page with the Netscape. So I
have two.

NONE OF WHICH ARE VIA INTERNET EXPLORER BECAUSE I CAN'T
FIND IT ANYWHERE. Not listed in programs on the start up
menu. Sometimes I get an error saying I am trying to run
an old version of IE, I can't find that on the start up
menu either.

Where is my Internet Explorer Browser?

C:\Program Files\Internet Explorer\Iexplore.exe

Have you WinXP?
Try right-click in the desktop, go to the wallpaper tab (I don't know
his name), find a button at the bottom of the tab (should be
"Personalize desktop"). This button should open a desktop
personalization box. check, in the tab that happens checking "Internet
Explorer".
