Default video card displaying garbage during setup of windows 98SE

Hopefully this is the correct news group to post in...

I re-installed windows 98 second edtion like I usually do, but this time
during the process, the video card displayed black and grey lines in various
areas on the computer screen during the install process. These black and
grey lines where not displayed during the dos boot up screens, only when the
actual windows 98 setup screens appeared and when windows 98 started for the
first time (in 640 by 480 and 16 color mode). Now when the windows 98 logo
screen is displayed at boot up time, the screen has little color boxes all
over the screen, almost every second row and column.

The specs of the computer is as follows:

Intel Pentium III, 512 megs of ram. sapphire (ati based) 9600xt video card
with 256 megs of video ram. Asus cusl2 motherboard. promise hard drive pci
card so that I can use a 200 and 250 gig hard drive. 80 gig hard drive that
is connected as the C drive. I am also using a microsoft multi-media
keyboard and a sound blaster live gamer sound card (not x-live or anything
else, just the live gamer). I have the sound card setup with the latest
drivers and patches.

Once I have installed the latest drivers for the 9600xt video card, the
video problem went away (except for the start up screen as I said before,
which looks like its crying with the poor video). This kind of problem never
occured before when I did a previous re-install of windows 98 on the same
computer, except for the additon of a 250 gig hard drive.

I am also using an NEC FE992 monitor. I have the latest setup file for the
monitor as well. Previously I was using a panasonic 19 inch monitor.

Can someone tell me what would cause the video display problem?
