Default Can't type in Command prompt

A couple of days ago my brother was browsing the net.
He then shut down as normal.
Yesterday he attempted to boot up and couldn't get past
the blue Windows 98 screen. I suggested he type
scanreg/restore at the prompt in the startup menu,
but he can't type a thing. As far as he knows, his
keyboard is ok.
Afterall, he was able to get to the menu by tapping the F8
key. He is also unable to start in safe mode.
Any ideas?
