Alt. A:
when X:=CD drive
1. Boot DOS from the floppy (customized for your particular laptop)
2. X:SETUP.EXE

Alt B:
if you can first copy X:/Win98/*.* to the hard drive
(to its own directory made in DOS by
C MD SETUP
C COPY X:/SETUP.EXE C:/SETUP
C COPY X:/WIN98/*.* C:/SETUP
then run C:/SETUP/SETUP.EXE

Good guidance is available at

Is your W98 CD one that came with the laptop? If so, it should be bootable
and you just have to make sure the CDRom is listed as the first boot device
in the BIOS. If not, you should first check to see if the laptop will even
run with W98 and if the appropriate drivers exist for its hardware.

If the laptop has both floppy and CD drives, go to=20
http://www.bootdisk.com/bootdisk.htm and create a boot floppy with
CD drivers.
