Default Something keeps writing to the disk?

How can I find out what is writing to the disk and preventing me from doing
a Scandisk and Defragment? I disabled Norton antivirus and stopped the
applications I could see in the system tray on the right lower corner of my
screen. I ran AdAware6.0 and still get the error when I try to defrag or
Scandisk.
What can I do?

Process Explorer is another "must have" tool:

Or try this:
ScanDefrag 5.1
