Default how can i tell if my windows 98 s.e. is a up grade disk or a clean install disk

HELP

i have recently got my hands on a windows 98 S.E.
disk it dident come with anything appart from the
installition code and i was wondering how to tell
if it is a upgrade disk or a clean install disk

Does it say it is an upgrade disk, a disk that is to be installed on PCs
without a system, that it is to be distributed with new PCs, etc
