Default remove cancel button from login screen

Is there any way (registry hack, etc) that I can remove
the cancel button from the logon screen that allows users
to bypass using a password?

default in windows98, designed as a 'home' system, full security service on
your windows cd in \tools\reskit\netadmin\poledit however if all you need is
logon protection dougs tweak is less like using a tank to swat flies
