Default multiple glitches

appreciate any knowledgable help on this wierd one:
1.receiving the following msg at appearance of desktop
after startup for approx 30 sec., then it
disappears:"attention: signal frequency is out of range:
H 53.7 KHZ
V 85.1 HZ
please change signal timing" (how do i change signal
timing?)
msg then disappears, but performance has following problems:
-cannot shut down win 98(2nd edition) per normal. after
start- shut down-"windows shutting down" screen stays on
for 5 min perhaps, then automatically restarts itself to
desktop, even tho' "shut down" not "restart" radio button
is set.
-now wireless logitech wireless keyboard & mouse are
intermittent in normal behavior. i leave the room when
they freeze & they often work when i return. finally
switched to wired keybd to type this. mouse seems okay
with this for now.
-while awaiting solution, am putting the computer into
sleep mode, but still getting the wierd message above
about signal timing is off. cannot find signal timing info
in any help arenas.
-another symptom is that when wireless keybd shortcut keys
are used, they overreact...zooming down when a simple
scroll was asked for, deleting several emails when ctrl +
D was pressed normally.
many thanks for help with my schizzo(sp) machine.
all virus scans, etc etc seem to be clear, defragged. etc
recently. adware cleaned up a view items found a few days
ago. bless you if you can diagnose this one.
