Cannot dowload via IE

Cannot dowload via IE
I have the latest IE.

A windows opens up that says:

IE was not able to open the file from that internet,the
requested site is either unavailable or cannot be found
please try again.

It goes on all the time. Very Frustrating.

I have tried spyware, anti virus software etc.
Nothing has worked.

I am NOT technical.
Can anyone please help.
