parser error 0x80070003 when starting Windows Update

Default parser error 0x80070003 when starting Windows Update

Hi--

I have Windows 98 and IE 6.x. I don't know if this is a
Windows or IE problem, but I haven't been able to find it
in the newsgroups I've looked in.

When Windows Update goes to the Internet, the following
message appears:

Error parsing
C:\WINDOWS\SYSTEM\URTTEMP\config\machine.config
Parser returned error 0x80070003
OK

Whether I click on OK or not, the update program goes on
running...hitting OK just closes the error message.

Perhaps related to this, Windows Update keeps telling me I
need .NET FRAMEWORK. I don't need it, but even if I
install it, when I run Update the next time, it still says
I need .NET FRAMEWORK.

Finally, am I asking in the correct newsgroup?
