windows will not start after upgrading to version 9.

This is a microsoft win98 list, but that does not imply that the only
software that is discussed here is microsoft. So I don't know what
you're talking about "version 9".

But the normal advice when windows won't start is to start it in Safe
Mode, where it probably will. I don't like starting that way
