taskbar problem

Can't make taskbar to stay on the top.
Did choose start-settings-taskbar&start menu - always on top, but it just
does'nt work.
My operating system is clone from Win98SE/ME, but this ca'nt causing the
problem as it used to work before. Just did deactivate this option for some
time and ca'nt get it back now
