Taskbar Settings Win 98se

I am well aware that after booting up with safe mode, the
taskbar settings such as "auto hide" and "show small
icons" will return to a default setting upon the next
normal bootup.
I've had no problem with that, I just reset it to my
particular preference.
The problem now is that my taskbar prefernces are not
being retained whenever I bootup my computer since my most
recent safe mode boot.
I've gone through the routine numerous times, select my
taskbar preference, click "apply" then click "ok" However
the preferences are still not retained.
I would appreciate it If someone could please shed some
light on this matter and offer a solution.
