Default pinging

My windows 98 computer i just formated will not get any ip address
dynamically from our server. When i get logged onto the computer locally i
try doing a renew of the ip address and it only gives me the 169.254.*.*
number. So i do it statically and i can ping but the loss is between 50%-75%
.. I have replaced the network card i have plugged the computer into a
different port on the switch and that did not help. All the other computers
on that switch ping fine so i know its not the switch. So i am going to try
to install windows 2k see if that will help.Does anyone have anything for me
to try because i dont thing that installing windows 2k will help.
