Default setupx.dll

When trying to do windows updates I receive the following
error...
"An error has occurred in your program. To keep working
anyway, click igonor and save your work in a new file. To
quit this program, click close. You will lose information
you entered since your last save."

If I click ignore nothing happens, so I click close and
the following error comes up...
"290700 has caused an error in setupx.dll. 290700 will now
close"
Now on reboot I always see a screen that indicates...
"Completed updating files. Countinuing to load windows.
Please wait while setup updates your configuration files"

Any idea what's going on?

There is only one MS program with 290700 in the filename - and that's a
patch for System Restore, which has no business being active except during
the install.

I can only think that either you have a virus infection, or that you have
some rather strange programs running!

You may have a virus/spyware hijack

download the Stinger from here and run it to make sure that A-V-disabling
viruses are not present on your PC

- update your virus scanner and run a full system scan of all files.

Reboot to Safe Mode and run CWShredder - to remove variants of the
CoolWebSearch hijacker.
