Default Make the Access-IBM ActiveDesktop go away

I have a friend trying to use a Windows ME computer. How can I turn off
the ActiveDesktop? Access-IBM keeps apparently turning it back on. I
would like it to stay off.
Are there other tips for stabilizing Windows ME?
