Access denied 98SE and XPSP2

Default Access denied 98SE and XPSP2

I am trying to set up a new system with XPSP2 on it with an older system
with 98SE.
The router is a Netgear RP614.
Both systems can access the internet.
Each system can successfully ping the other.
The C: drive on the 98 box has been designated as shared.
Going to my workgroup shows both systems.
Zone Alarm has been uninstalled from both systems.
The XP firewall has been disabled.

How do I access the C: drive on the 98 machine from the XP box?
If I try to open or explore the 98 machine from XP, it returns an "access
denied" message.
My goal is to be able to copy files from the old 98 box to the new XP box.
