There is no such thing. You will have to find out from the laptop maker if
a retail English version of W98SE will work on the laptop and, if so, whether or not the required W98 drivers are available for the laptop's hardware. Surely people in Japan have an option to be able to read or work in English
just as we, using English, have the option to read and work in other languages after installing a language pack. This is not a safe assumption. It is an empirical point, verified true or false according to what versions of the Win98SE OS are (or used to be) marketed by Microsoft. Thank you Ben. Unfortunately, I do not read Japanese which is a severe lack
