Default why won't write-behind stay disabled?

I've used Control Panel/System and regedit to disable drive
write-behind on windows 98 but it always turns itself back on. After
about two or three days it goes back to write-behind enabled.

How do I disable drive write-behind for all drives (internal and
removable) and make drive-behind remain disabled in windows 98?
