My problem is that for several months I have been unable
to scan or defrag. It starts for 10 times then informs me
another program is writing to it. What do I do to fix
this problem?

Get Xteq Systems X-Setup (http://www.xteq.com). This is a freeware
utility that lets you get control of every aspect of windows. It
contains a section called shutdown/startup, where you can set scandisk
and/or defrag to run before anything else (that can interfere with
scandisk or defrag). That alone is a lifesaver.

Have a look here, by MS MVP Ron Badour:

and

Here is a little utility to automate it for you:

Run the programmes in Safe Mode.

To start Windows in safe mode Click Start, and then click Shut down. =
Click Restart, click OK, and then press and hold the CTRL key until the =
Microsoft Windows 98 Start-up Menu appears. For some machines, you can =
use F8 instead of CTRL to bring up the Microsoft Windows 98 Start-up =
Menu. Enter the number for Safe mode, and then press ENTER.=20

Notes In safe mode, Windows uses default settings (VGA monitor, no =
network, Microsoft mouse driver, and the minimum device drivers required =
to start Windows). You will not have access to CD-ROM drives, printers, =
or other devices.=20

Hope this helps.

Immediately at powerup hit F8 key, this will place you in
Safe Mode. Then try scandisk and defrag. This worked
for me.

I have had the same problem. It will work if you start
in "safe mode". When you start your computer, once the
screen comes on - hold down the control key. This should
bring you to a different screen. Use arrow key to
select "safe mode" - then press enter.
You can scan disk and defragment in safe mode; restart the
computer.
This will help your computer to work faster (better). I am
still researching how to find what program is writing to
the C drive...
good luck!

It could be the programm "Findfast.cpl" in the windows\system-directory.
Rename it (f.e. "mindfast", reboot and try again.
good luck!
