Default desktop themes

I am running windows 98. I have tried to change the
desktop themes that are included in windows 98, but when
I go to the control panel and destop themes, nothing
shows up. I tried going to control panel and add and
removed programs and have tried to add all of the themes
and still nothing. Does anyone have any ideas? Thanks
