After getting a new hard drive, should a thorough(not quick) scan of the
drive be done?

Yes, Partion the drive then format it and then do a quick scan.

Not for a drive made by a manufacturer you
recognize. Hard drives are nowadays sold with
no bad sectors, i.e. the manufacturer guarantees
yours will have no errors.
