Is there a way to hook-up a HP Pavilion w/WIN98 to a wifi cloud without
upgrading
to WIN98SE?

While you may find a reliable answer here, you'd do better to ask in a
Networking NG. Also, the provider of the hardware used should be able to answer
the question. If they say it requires Win98SE or higher, it probably does
(though it doesn't hurt to ask rather persistently, s. They may be hedging
their bets by claiming Win98SE-only.)
