Try running a repair on Internet Explorer:

Click StartRun, type the following and click Enter,

for
IE5x:
RUNDLL32 SETUPWBV.DLL,IE5Maintenance

or this, if you have IE6x installed:
RUNDLL32 SETUPWBV.DLL,IE6Maintenance

Choose the Repair option, and continue.

If the repair says it cannot complete, reinstall

Yes the clock does come up when I click the file.

Click Start Settings Folder Options View tab, and
click to enable "Show All
Files" and click OK.

Find the file named timedate.cpl in the

Windows\System
folder, and double-click
it...does the clock applet open then?

If it does not, or you get an error message,

extract a
new copy of timedate.cpl from
the Windows CD (or the .cab file location on your

hard
drive) using the "Extract one
file" option of System File Checker (SFC).

Did you just run a repair of IE, or did you also try a reinstall over the top? I
suggest a reinstall of IE:

Reboot.

Open the Temp folder and delete all Temp files:
-Click StartRun, type %temp% and click OK.
-Press Ctrl+A to select all, then press Delete.

Delete the Temporary Internet Files:
Click Start Settings Control Panel Internet Options General tab.
Click the Delete Files button, then put a checkmark in the box to Delete all
offline content, and click OK, and OK.

Close all open windows and running apps.
Disable your anti-virus and screensaver.
Press Ctrl+Alt+Delete, and End Task on everything except Explorer and Systray.
Then reinstall IE, following the guidelines he
